RATIONALE
In 2018, the OECD's PISA assessment included, for the first time, a survey on “global competence” that tested how well students could navigate an increasingly diverse world, with awareness of different cultures, values, and beliefs. Because music plays an important role in shaping young people’s identities, and functions both as culture and in relation to culture, it demonstrated strong potential to contribute to the knowledge, skills, and particularly the attitudes — such as openness — that are integral aspects of global competence.
The Working Group was established to develop a survey examining whether and how schools could use music as a tool to support students’ development of global competence, by exploring the correlation between music education practices in schools and students’ global competence as reflected in the PISA 2018 results.
The Working Group’s aim was to gather comparative data to inform music education policy and practice and to strengthen the case for including music education within school curricula.
